This is a pirated game made by a Chinese company Sachen. Sachen is known for making horribly shitty games.

This is probably their best game.... It is not Mega man x at all.

You play as.... I don't know. and you shoot a boomerang. When you hold the shoot button you charge your shot, but actually you just dash head first into all oncoming enemies.

This is a VERY difficult game.

It is not all too fun to play, But it does offer something to talk about having this on your Coffee table.
